This is faster than setting up the libwallet-specific Ubuntu job, reduces cache usage, and gives us more confidence
wallet_apibuilds across supported distros.Annoyingly, we can't do
--target all --target wallet_apihere (yet) because this requires CMake 3.15 and Debian 10 is on 3.13.
